The value of control_management_pack_access controls access to Oracle Diagnostic Pack and Oracle Tuning Pack and can be set to non, diagnostic or diagnostic+tuning:
none
diagnostic AWR, ADDM etc.
diagnostic+tuning diagnostic features plus SQL Tuning Advisor, SQLAccess Advisor etc.
