Oracle: Init parameter AWR_PDB_AUTOFLUSH_ENABLED

The value of awr_pdb_autoflush_enabled controls whether automatic AWR snapshots for indivdual PDBs are enabled or disabled.
By default, automatic snapshots are enabled for a CDB but disabled for PDBs.
In order to set automatic snapthos for a PDB, the value of awr_pdb_autoflush_enabled must be set to true when connected to the PDB.
