Install IrfanView

choco install -y irfanview

Change background color

Press p or use Options->Properties.
Choose Viewing
Click into button Choose right of Main window color.

Taking screenshots

The menu Options -> Capture/Screenshot… allows to take screenshots.
Contrary to SnippingTool.exe, IrfanView's screenshot functionality allows to capture the mouse pointer.

Linux equivalent

A sort-of Linux equivalent for IrfanView might be gthumb.
