casefold() converts a character vector to upper or lower case, depending on the value of the parameter upper.

#   S.a. -> tolower(), -> toupper()

str = "Foo Bar Baz"

casefold(str)
# [1] "foo bar baz"

casefold(str, upper = TRUE)
# [1] "FOO BAR BAZ"
