The value of DisableFirstRunCustomize seems to correspond to the Group Policy Object Computer|User Configuration -> Administrative Templates -> Windows Components -> Internet Explorer -> Prevent running First Run Wizard.

This value seems to influence the behaviour of the invoke-webRequest cmdLet, see also activating webRequest.
