C:\Windows\System32\oobe\BypassNRO.cmd creates/sets the value of BypassNRO under HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\OOBE to 1 and then reboots the machine.

Announcement to remove BypassNRO.cmd

As per an announcement of March 28, 2025, Microsoft intends to remove BypassNRO.cmd to «enhance security and user experience of Windows 11».
With this change, it is made sure that «all users exit setup with internet connectivity and a Microsoft Account».
As per this reddit thread, the lack of this script can be bypassed with 
start ms-cxh:localonly
