dbghelp.dll ships with all supported versions of Windows. However, it does support functionality for Symbol Servers and Source Servers. Additionally, the version of dbghelp.dll that comes preinstalled with Windows is not the most recent one. dbghelp.dll (and SymSrv.dll and SrcSrv.dll) are installed along with Debugging Tools for Windows which is found at https://developer.microsoft.com/windows/downloads/windows-10-sdk. dbh.exe is a command line tool to display the contents of a symbol file using the functionality of the DbgHelp API.
