The directory pointed at with the environment variable %PUBLIC% is used to store the data of the public user profile (which is accessible to all users on the system).

Usually, %PUBLIC% points to C:\Users\Public.

The exact location of this directory is stored in the registry under HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList in the value Public.
