C:\Program Files (x86)\Orca\Orca.exe can be used to create and edit Windows Installer Database files (.msi, .msm, .msp, .mst, .cub, .pcp).

Installing

Windows SDK

Orca.exe can be installed using the Windows SDK feature OptionId.MSIInstallTools and then executing C:\Program Files (x86)\Windows Kits\10\bin\10.0.26100.0\x86\Orca-x86_en-us.msi (or similar).

Visual Studio

After installing Visual Studio 2022 community edition with Windows 11 SDK, I found Orca-x86_en-us.msi under C:\Program Files (x86)\Windows Kits\10\bin\10.0.26100.0\x86.

Executing this MSI installed Orca.exe.
