New packages will be installed if required to satisfy dependencies, but existing packages will never be removed.
If an upgrade for a package requires the removal of an installed package the upgrade for this package isn't performed.

Change from fullseye to bookworm (this is in late 2023).
Likely, sudo apt edit-sources
should be used…
$ sudo sed -i s/bullseye/bookworm/ /etc/apt/sources.list
Update the package index:
$ sudo apt update
Then:
$ sudo apt upgrade --without-new-pkgs
Then also?
$ sudo apt full-upgrade
