Search notes:

/usr/share/hwdata

/usr/share/hwdata/pci.ids lists PCI IDs. The most actual IDs can be downloaded from http://pci-ids.ucw.cz/v2.2/pci.ids. Alternatively, the shell script update-pciids can be invoked.
/usr/share/hwdata/usb.ids lists USB IDs. The most actual IDs can be downloaded from http://www.linux-usb.org/usb.ids.
On APT based systems, these files (along with pnp.ids) can be installed with 
sudo apt install -y hwdata
